During the “11th Five-Year Plan” period, China's pharmaceutical packaging industry was in a good state of development. The industry as a whole maintained rapid growth, the scale continued to grow, the industry structure was improved, the management level was further improved, the export of products continued to grow, and technological progress and technological innovation achieved certain levels. At the same time, there are still many problems in China's pharmaceutical packaging industry, such as unreasonable product and industry structure, weak innovation capability, lack of experience in international market operations, incomplete pricing system, and excessive competition among enterprises.

So, how can these problems be solved? How should the pharmaceutical packaging industry develop during the 12th Five-Year Plan period? In response, the China Pharmaceutical Packaging Association drafted the Outline of the "Twelfth Five-Year Plan" for Development (Discussion Draft), clarifying the main objectives of the development of the industry - optimizing the existing product categories of pharmaceutical packaging materials and promoting the coordinated development of the regional pharmaceutical packaging industry. Step by step to improve the innovation and R&D capabilities of various pharmaceutical packaging products; formulate standardized strategies, establish scientific and reasonable standardization systems; integrate effective technical forces, establish technology research and development centers; integrate various resources and cultivate large-scale pharmaceutical packaging with international competitiveness Enterprises; Encouraging pharmaceutical packaging products to go abroad; Raising industry barriers to entry, stopping low-level redundant construction; Protecting resources and ecological environment, Adhering to the sustainable development of the pharmaceutical packaging industry.

“In the pharmaceutical packaging industry, there are fewer large-scale and state-owned enterprises, and there are many private enterprises. The overall size of the industry is small. During the 12th Five-Year Plan period, the industry needs to be integrated through various means such as joint ventures, acquisitions and mergers. Form a number of large-scale enterprises and joint enterprises to promote the healthy development of the industry.” Cai Hong stressed.

According to Shen Changzhi, expert of pharmaceutical glass in China and director of the Pharmaceutical Glass Specialty Committee of the China Pharmaceutical Packaging Association, regarding the pharmaceutical glass industry, there is no technical bottleneck in the development during the 12th Five-Year Plan period. The key lies in standard formulation and industrial restructuring. . “The industry should intensify the revision of the YBB standard to make it equivalent to the relevant international Pharmacopoeia or ISO standard. At the same time, it should actively revise the YBX standard (association standard), try to reach the international level, and formulate industry access regulations as soon as possible to change the industry's disorderly competition. Innovation needs urgent support

Another important content of this conference is the release of new products by Chongqing Zhengchuan Glass Co., Ltd. The company's new product launch conference was held at the same time as the industry's "Twelfth Five-Year Plan" development planning forum, which means that innovation plays an extremely important role in the "Twelfth Five-Year Plan" development plan for pharmaceutical packaging materials.

The water-resistant grade I medicinal light-proof glass introduced by the company is a new product jointly researched and developed by the company and Beijing University of Technology. It fills the blank of domestic products with its obvious light-proof and chemical stability advantages. The product was formally put into production in mid-July this year. According to the examination by the Beijing Pharmaceutical Packaging Materials Inspection Institute, the visible light transmittance is 40% of the total wavelength, the ultraviolet transmittance is 1%, and the particle method is resistant to water, which effectively prevents the transmission of ultraviolet light.

According to experts from the Chinese medicine and packaging material room of the China Institute for the Control of Biologics, the problem of light protection performance of China's Class I light-proof glass packaging products has not been solved for a long time. “In China's pharmaceutical packaging market, light-proof glass packaging products rely on imports, which are expensive and subject to quota restrictions. Second, existing brown soda-lime glass products are difficult to meet drug safety requirements, especially injectable pharmaceuticals; From the sampling inspection situation in recent years, the quality of low-borosilicate brown glass is extremely unstable, sometimes it is water-resistant grade I, and sometimes it can only reach water-resistant grade II. It is understood that, as detected by the Beijing Pharmaceutical Packaging Materials Inspection Institute, it is manufactured by the company. The new product can stably reach Class I water resistance.

However, the marketing of new products is always hopeless and inconsistent. In particular, in the environment where the price of medicines has dropped again and again, the promotion of new medicine packaging products is facing many uncertainties. In the pharmaceutical glass industry, many new products have been trapped in promotion difficulties, such as the ill-fated 5.0 neutral borosilicate glass. However, Deng Chuan, chairman of Zhengchuan, was quite confident in the promotion of this new product. He said: "According to the company's strategic plan, we plan to invest a total of 200 million yuan to build a complete industrial chain of water-resistant Grade I glass products, including high-grade glass products such as glass tubes, controlled injection bottles, ampoules, and test tubes."

In Shen Changzhi's view, the research and development of new products is only a "first step." If companies can strengthen production management and produce "high-precision water-resistant grade I light-shielding pharmaceutical glass," then China's products are expected to Reach international standards. "There is still a lot of work to be done. From the government level, we should give attention and support to enable companies to have the ability and the capital to make a leap and to allow the industry to improve." Shen Changzhi stressed.

Cai Hong believes that to encourage innovation in the pharmaceutical packaging industry, on the one hand, it needs relevant policy support. For example, relevant regulations should clarify which drugs must be packaged in darkness; on the other hand, education for pharmaceutical companies needs to be conducted so that pharmaceutical companies can The characteristics of the drugs choose different glass products.

Yang Zhongchen, general manager of Jinan Linuo Pharmaceutical Glass Co., Ltd., said that in the development of the pharmaceutical packaging industry, companies should actively promote, rather than rely on the support of the government and relevant policies from top to bottom. Of course, “If the government departments can guide them with strategies, steps, and measures, then the industry must be able to achieve rapid development.” For example, Linuo developed 5.0 neutral borosilicate glass and 3.3 high-precision glass products. Equipment has been bought for seven or eight years. Although some achievements have been made, it is costly. During the period of Schott’s entry into the domestic and joint ventures of the two peaks, it also brought impact to the project.
